2002 Review of Statistics on Homelessness in Europe

This is the first (out of 3) report on homelessness statistics produced by the EUROPEAN COMMISSION. The purpose of this report is to identify the extent and nature of homelessness in the European Union using the most recent available sources of information in each member state. The ability to develop appropriate policies to tackle housing exclusion relies on good quality information collected in a consistent manner and monitored in a frequent time-scale. Data collection should also reflect the distinct dimensions of homelessness. However, this is impossible to achieve in most member states. The report therefore begins with a discussion of the issues involved in measuring homelessness and with a brief summary of the approaches to data collection in each country. Other reports were produced on the years 2003, and 2004.
