The following are key findings from a qualitative study seeking to understand some of the challenges in providing services to people who use drugs (PWUD). The challenges were explored from the perspective of emergency department and shelter staff. The research was developed in collaboration with people working in community, university, and health care sectors. For the purposes of this study ‘drug use’ was defined as the use of any drug (legal or illegal) in ways other than as medically directed.
