Further Report on Installation of Sub-meters in Residential Rental Units and Its Impact on Tenant Affordability

When operators of apartment buildings put sub-meters in individual units, tenants pay for their own electricity and in return get a reduction to their rent. This report identifies issues related to tenant rights and the fair transfer of responsibility for payment of utility costs from the landlord to the tenant. The report outlines findings from consultations with landlord groups, tenant groups, housing committees, other City divisions, and provincial ministries and agencies dealing with energy conservation. The report also makes a number of recommendations aimed at addressing the situation.
