This article describes policy initiatives for the prevention of homelessness. The author contends that a positive homeless prevention policy requires action on three different levels: (1) an emergency program to meet the threat of eviction; (2) a substantive housing program to close the increasing gap between the supply of and the demand for affordable housing; and (3) a comprehensive social and economic approach to protect precarious households from falling into homelessness (author).
