Menino critical of welfare law as he departs for convention

When Republican Gov. William F. Weld pushed his welfare proposal last year, Mayor Thomas M. Menino was among his most ardent critics, saying the measure was "cruel" because it "criminalizes the poor."

But after President Clinton, a fellow Democrat, announced a plan to transform the federal welfare system with rules some call stricter than Weld's, Menino didn't have a word to say about it -- until this week.
