Today, we face a new kind of homelessness that is driven by years of wages not keeping up with the cost of housing in New York City. Today, 70 percent of shelter residents are families. They are the invisible majority of our homeless crisis. For decades, the City has not done enough both these New Yorkers and the communities where they are sheltered. This detailed report outlines how to turn the tide on this crisis, neighborhood by neighborhood.  The report is divided into six chapters, which focus on themes that include the history of homelessness in NYC, housing availability, reimagining the shelter system, and homelessness prevention, which has been a central component of the City’s successful first phase of initiatives.
