Framework documents seek to share a broad understanding of how to analyze a programmatic or systems level solution to determine whether it is actually an emerging, promising or best practice. Canadian Homelessness Research Network (CHRN) believes that we must begin to understand the effectiveness of our approaches and invest in efforts that have been demonstrated to be effective and hold potential for replication and adaptation. It is essential that we use evaluation and research to generate evidence emerging, promising and best practices.
In developing frameworks for evaluating emerging, promising and best practices it is critical that methodology, definitions and terminology, limitations, design, evaluation techniques etc. are all clearly defined.
