Life cycle consideration can be an important step in choosing the appropriate evaluation approach. This calls for a systematic approach to evaluation. Rather than relegating it to a specific stage, life cycle considerations call for a systematic and continuous evaluation of a program. Various evaluation approaches such as participatory evaluation, empowerment evaluation and performance measurement can be used in different stages of a single program. This continuous evaluation provides the necessary data in making decisions about training, agency direction, and allocating resources.
