Planning

Planning is an essential facilitator of an integrated approach to preventing and/or solving homelessness. A systems planning framework (Calgary Homeless Foundation, 2012), for example, supports the design and implementation of a common and transparent approach to data collection, client intake, referral processes, discharge procedures, fund-distribution and so forth. A systems planning framework specifies how stakeholders agree to approach the following activities:

  • using existing data and prior research
  • generating new research to identify systems gaps and priorities
  • engaging stakeholders
  • determining program options across the system aligned with priority populations
  • determining common definitions
  • establishing eligibility criteria and referral processes for programs
  • formalizing common eligibility criteria to support streamlined referral and matching of clients to services
  • establishing standards at the program and system levels
  • developing common intake, assessment and referral processes
  • monitoring and reporting
  • granting access to technical assistance to support service providers and mainstream system partners in support of systems coordination.
