This report examines provincial spending on homelessness programs, the households receiving support, and trends in the known population experiencing homelessness through 2028–29. It finds that the known population experiencing homelessness increased by 23.3% between 2022–23 and 2025–26 and is projected to reach 88,859 people by 2028–29. At the same time, the number of households supported by provincial homelessness programs is projected to decline from 204,876 in 2025–26 to 187,205 in 2028–29, largely due to the expiry of time-limited funding. The report highlights the growing gap between the scale of homelessness and the capacity of existing provincial programs to respond.
