Getting Housed, Staying Housed: a Collaborative Plan to End Homelessness in Chicago presents a ten-year plan to end homelessness in Chicago by 2013. The plan outlines a strategy to dramatically shift the current approach to addressing homelessness from a shelter-based strategy into a system of a variety of permanent housing models that include engagement, interim housing, and wrap-around service components. This housing-first strategy has three emphases: 1) Prevention efforts to forestall homelessness for those at imminent risk of becoming homeless; 2) Rapid re-housing of those who are homeless (a Housing First model); and, 3) Access to or provision of wraparound services and supports to promote housing stability and self-sufficiency.
