This resource has been developed to provide additional guidance to governments on how they should adopt a human rights-based approach when it comes to encampment responses. It is particularly relevant for municipal decision-makers and officials who are often on the frontlines when it comes to encampment responses. However, it can also be used as a tool for other levels of government, service providers and advocates.
The resource is made up of eight fact sheets as well as this introduction. In the introduction, we describe the resource, offer eight principles for meaningful engagement, and provide some insights into human rights, Indigenous rights, and a human rights-based approach.
