Since her appointment in 2022, the Federal Housing Advocate has heard consistently from the disability community that there is a crisis of accessible housing in Canada that requires immediate federal attention. In response, the Advocate exercised her authority under the National Housing Strategy Act to request that the National Housing Council establish a review panel to examine systemic barriers related to accessible housing, which was established in 2025. This report provides the Advocate’s submissions and recommendations to the review panel, which are based on a review of federal action and inaction related to accessible housing as well as on relevant human rights law and consultations with members of the disability community.
