This presentation describes the Pathways' Housing First program that serves people who are literally homeless and diagnosed with severe psychiatric disabilities and addiction disorders. The program offers immediate access to permanent independent apartments with intensive off-site clinical and support services like Assertive Community Treatment (ACT) teams. This approach stands in sharp contrast to the majority of programs that require psychiatric treatment and sobriety as a precondition for housing.
