The City of Toronto is reviewing the Toronto Official Plan (the Official Plan) and its definition of affordable housing and affordable homeownership. The Official Plan asserts that “a full range of housing , in terms of form, tenure an d affordability, across the city and within neighbourhoods, will be provided and maintained to meet the current and future needs of residents” (City of Toronto, 2010, p.13 – 14). This paper is intended to offer advice to inform the City’s Official Plan review process , with the goal of establishing definitions and strategies that will promote greater access to affordable homeownership . The content of this paper is not exhaustive and further research and planning will be necessary to determine the most appropriate route for the City to take.
