The purpose of this evaluation of the Greater Vancouver Cold/Wet Weather Strategy’s 2005-2006 year is to assess levels of effectiveness and to provide information for use in action planning and development of initiatives to alleviate homelessness. The evaluation has three objectives as follows: 1. To provide an overview of the Strategy in 2005-2006; 2. To document inputs (funding and in-kind) and outputs (volume of activity); 3. To analyze outcomes such as improved access to shelter. The evaluator used three main types of data sources in the preparation of this report: Cold/Wet Weather Strategy (CWWS) documents, shelter service statistics, and Strategy participant surveys.
