The current report is the second in a two-part series of research projects exploring the effects of justice involvement on homelessness in Ontario. The first report, No Fixed Address: The Intersections of Justice Involvement and Homelessness was released in 2022. The report analyzed over 10 years of data on admissions to Ontario correctional facilities of individuals who had no fixed address - no stable, permanent address - at the time of admission to a correctional institution. Findings from the report highlighted that Ontario’s provincial correctional facilities are incarcerating a proportionally larger number of people experiencing homelessness now than at any other point in the last 15 years.
