Last fall, a partnership among the Virginia cities of Norfolk, Portsmouth, and Virginia Beach came to fruition as the Gosnold Apartments became the first regional HUD Continuum of Care Single Room Occupancy in the country. This project consists of a 60-unit efficiency apartment building at the site of an old Nehi bottling warehouse at the edge of Park Place in Norfolk that offers both a home and support services to all residents. Virginia Supportive Housing, The Planning Council, The Norfolk Homeless Consortium, the City of Norfolk, and the Norfolk Foundation provided financial backing to transform the warehouse. Regional solutions can be hard to implement, but these three cities worked diligently to overcome the barriers and maintain their commitment to ending chronic homelessness in the region. Planning and implementation could not have moved forward without the sustained commitment of local city governments and a willingness to continually refine their 10 Year Plans to End Homelessness. Ongoing financial support to tenants is provided by sixty Section 8 rental vouchers: 42 from Norfolk; 12 from Virginia Beach; and 6 from Portsmouth. Norfolk Mayor Paul Fraim observes, "Th
