Includes sections on Promoting Social Inclusion (PSI), what it means to be homeless, homelessness and homeless services, and proposals for legislative changes. Also includes proposals to address homelessness in a number of areas, including housing, health and social services, employment and education. Makes a number of recommendations, including a statutory requirement for the Northern Ireland Housing Executive (NIHE) to produce a homelessness strategy, for preventing and alleviating homelessness, every five years.
