This report, developed in consultation with an ad-hoc working group, explores the topic of persistent homelessness in Waterloo Region. It provides a working definition, estimates incidence, reviews causes and consequences, summarizes promising principles and practices for addressing this issue, identifies our current local capacity to serve this population and suggests actions to end persistent homelessness in Waterloo Region.
