In March of 1991, the Santa Monica City Council appointed a citizen's Task Force on Homelessness. The Task Force was given the mandate to formulate recommendations on immediate and long-term action for the City to better respond to the growing crisis of homelessness in Santa Monica, California. The Task Force was asked to come up with a balanced approach which considers the need for assistance and services for homeless people, public safety for all people in Santa Monica, and advocacy to urge the County, State and Federal governments to solve this growing crisis. This report contains the Task Force recommendations which fall into five interdependent areas including: public health and safety, social services, shelter and housing, resources and funding, and advocacy and partnership (authors).
