Thresholds for Locating Affordable Housing: Applying the Literature to the Local Context (2005)

This report, although focused on housing generally in Calgary, mentions homelessness as well. Affordable housing has re-emerged as an important issue for municipalities across Canada including Calgary, and particularly as homelessness is growing exponentially. The cost of shelter, for renters and owners, has become too high for many low-income Canadians. With the homeless count in 2004 revealing about 2400 homeless, this was seen as the tip of the iceberg as many more are at risk of becoming homeless. There is a need to address the needs of the homeless but more importantly to address poverty as a contributor to homelessness.
