This instrument is based on the premise that the relationship which develops between the client and the case manager represents a potentially significant ingredient in effective treatment. The authors' stated purpose was to develop a measure that not only captures outcome variance, but has a clearly articulated relation with a specified body of theory independent of the counselor's constituents, yet based on a clear statement of the working alliance's constituents and the alliance's function within the helping process.
